Kevin Walsh
A word from the chair of the Bolton Liberal Democrats
The Liberal Democrats exist to build and safeguard a fair, free and open society in which no one shall be enslaved by poverty, ignorance or conformity. We champion the freedom, dignity and well-being of individuals, we acknowledge and respect their right to freedom of conscience and their right to develop their talents to the full. We aim to disperse power, to foster diversity and to nurture creativity. We believe that the role of the state is to enable all citizens to attain these ideals, to contribute fully to their communities and to take part in the decisions which affect their lives.

This translates directly into the work we are doing within Bolton, campaigning for a more open, honest and accountable local council. Most recently we have been the only political party with councillors in the Town Hall campaigning against proposed fracking in Horwich, Westhoughton and surrounding areas. We are the only party pushing proposals to cut the number of councillors from three per ward to two per ward - saving more than £300,000 a year and making the council more accountable than ever. We are fighting for more public consultation on controversial plans - such as the recent decision to pour £3million into the short-sighted Newport Street revamp - and are pushing to allow more public scrutiny within all meetings.

If, like Bolton Liberal Democrats, you believe that you need to have a council that LISTENS to what you have to say; UNDERSTANDS the need for long-term investment to solve the problems within the town rather than short-term 'people pleasing'; and CHAMPIONS ALL communities within the town, bringing us closer together rather then encouraging divisions; then join us.

It's time we all worked together to #TakeBackOurTown

They do this by telling the public to "shhh" and that they won;t be part of any planning inquiry..... https://t.co/o2ZXYMHM21

Absolutely appalled that @BoltonLabour say public and officer evidence WILL NOT be allowed to be submitted to planning inquiry!

Sorry to say @BoltonLabour have unanimously voted to prohibit certain councillors, press and public from attending executive meetings.

.@LiamThorpBN should also be noted that the LibDems will be consulting with the public on a plan for a more open, honest and acctbl council.

.@LiamThorpBN decisions are made at executive member meetings. This is why all party leaders should be in attendance. Cllr Peel ignores that

Great of Cllr Greenhalgh 2 bring this to council after preventing our amendment passing last meeting. Although the issue isn't about time1/2

.@BoltonLabour we get the feeling the unions don't like you very much at the moment....

We are an outward looking country, this is reversible and we will continue to campaign to keep Britain in Europe

Today you have a chance to hold your council to account. You can have the ridiculous anti-democratic decision by Bolton Labour and the Bolton Tories reversed. Please copy and paste the following and send to your local councillor in an email. (details can be found here http://www.bolton.gov.uk/website/westhoughton/pages/Councillorsandofficers.aspx) Lets tell them that we want a more open, honest and democratic council. ----------------------------------------------------------------------------- I'm writing to you today as a member of the public looking for you to support Cllr Greenhalgh's motion in tomorrow's council meeting. In May, Cllr Morris, supported by the Conservatives, fast-tracked a motion through council to limit the democratic accountability of Bolton Council; reversing a Liberal Democrat motion passed in January to allow press and public access to certain committee meetings; and reducing the time councillors had to ask questions and debate important topics. All of this took place without consultation of the wider Council body. At the same meeting Bolton Liberal Democrats tabled the following amendment to Councillor Morris's motion: Amendment in the name of Councillor Hayes: ‘Delete present wording and substitute the following: “That amendments to the Constitution of the Council (including changes in respect of Standing Orders, Standing Orders relating to Contracts, the Members Allowance Scheme and the Council's Scheme of Delegation) will only be considered following full discussion with all Groups represented on this Council. Until that time the status quo will apply, both in terms of the Constitution and the way in which it has been interpreted.” This amendment would have prevented these changes to democracy being made and ensure a wider consultation with all groups had taken place. Both your party and the Conservatives voted against the amendment. It's time to change your mind and vote for your people instead of what your leader dictates. I am writing to ask you to support Cllr Greenhalgh - who has clearly had a change of heart since the meeting in May - and reverse this decision which undermines democracy and reduces council accountability. Kind regards

BOLTON’S Tory leader will this week call on the council to reverse a decision made by the Tory and Labour groups...

The Liberal Democrats welcome Councillor Greenhalgh's motion to reverse a decision made by himself and his Bolton Conservatives colleagues, alongside the Bolton Labour group, to prevent Councillors from smaller parties, the press and the public from attending certain meetings of the council. We were extremely dismayed back in May when Cllr Greenhalgh chose to vote with the ruling Labour group to change the standing orders, which effectively decreased council transparency and locked democratically elected councillors out of meetings. We were even more dismayed when Cllr Greenhalgh led the Conservative group, alongside Labour, in voting AGAINST an amendment tabled by the Bolton Liberal Democrats that would have prevented these changes going ahead in the first place. We thank Councillor Greenhalgh for his change of heart, and especially thank the people of Bolton for making themselves heard, loud and clear, that these are decisions totally against the idea of an open, honest and transparent Council. We hope to see Cllr Greenhalgh joining the Liberal Democrats in fighting for a more honest, open and accountable Council moving forward.

The look of wide-eyed, guilty panic in the eyes of Boris Johnston and Michael Gove on Friday morning hinted at what was later confirmed: the Brexiteers who had schemed for this moment all their political lives had absolutely no plan for life after Thursday.

"Liberalism is about championing the individual against the powerful. That means standing firm for our Human Rights Act, against internet surveillance and illiberal extremism orders. But it’s also about protecting individuals from those giant evils that rob people of their freedom: poverty, poor housing and inequality"

At the last council meeting Bolton Labour and the Bolton Conservatives voted to implement changes that prevented certain local party councillors, the public, and the press from attending certain meetings. The Tories have seen sense and now wish to implement the Liberal Democrat amendment reversing these decisions. Share and make sure your Labour representatives agree to do the same.
